US think tank advised Ukraine to launch all-out war against protesters in east


A leaked memo has revealed that a US government-funded think tank has advised the Ukrainian government to engage in an all-out war in the east, including placing citizens in internment camps and killing all who resist government actions.

The memo is attributed to the RAND Corporation, the think tank that offers research and analysis to the US armed forces.

In a shocking letter, RAND outlined a brutal, step-by-step guide for dealing with pro-Russian protesters in eastern Ukraine.

The proposal calls for a three-stage military campaign to guarantee victory. It said that first the government should suspend the constitution and impose martial law.

Then all communications should be shut down and dissident citizens should be put in internment camps. Kiev was also advised to kill all who resist the government actions.

In the final stage, all refugees from the war zone would be allowed to return home, while the property of residents convicted of offenses would be nationalized.

The United States and Russia are at loggerheads over Crimea, with Washington accusing Moscow of orchestrating an “illegitimate referendum to annex Crimea" and fuelling unrest in eastern Ukraine.

The Autonomous Republic of Crimea declared independence from Ukraine on March 17 and formally applied to become part of Russia following a referendum a day earlier, in which nearly 97 percent of the participants voted in favor of the move. On March 21, Crimea officially became part of the Russian territory.

On April 17, Russia, Ukraine, the US and the European Union agreed over steps to "de-escalate" the crisis in eastern Ukraine, where anti-Kiev protesters seized buildings in several towns and cities.

But, Ukrainian authorities have ordered military operations against pro-Russian protesters in both eastern and southern Ukraine, claiming that Russian special forces are fueling unrest in the country.

Moscow has dismissed as "nonsense" claims that Russian special forces are fomenting unrest in Ukraine.

The government in Kiev is currently engaged in an all-out offensive against pro-Russian activists in the eastern regions of the country, which has some similarities with the plan of the RAND Corporation memo.
