UK: Say Hello To Your Corporate Police

Police staff throughout the county of Lincolnshire are now proudly wearing the logo of their corporate bosses, as Government cutbacks force the privatization of the nation’s peacekeepers.

G4S, a controversial multi-national security corporation has now virtually taken over all civilian positions in the region, including front counter staff at police stations, control room operators, custodians at local holding cells, and even inquiry officers.

In total 550 employees who previously worked for Lincolnshire Police Authority are now considered private sector workers, essentially accountable only to company policy, with 200 or so already sporting the G4S stamp.

[1][2], saying the switch over will confuse the public and make police work more difficult.
People know what a fully warranted officer can do and when you find someone who doesn’t possess those powers but appears to, that will cause confusion. The deterrent effect of having warranted officers is lost.
He also called it a worrying step towards private on-the-street policing.
The shift towards privatisation by government is something we are very concerned about and this is another example of the boundaries being pushed.
He said: 
On its own it is not looked on as a big thing but when you see it as what is going on in the Police Service it should be a real concern for the public.
The British Police model has worked well for the best part of 200 years and the communities understand the police are independent, accountable and act with impartiality and discretion.
Spalding, a small market town in the county has already proposed having private security officers patrolling the streets. Agora Capes Security, lead by former Royal guard, Nectario Greenfield, suggested his security staff march around neighborhoods and the town center with cameras, at the cost of local residents [3]. With little interest expressed by the public and a WideShut Facebook campaign against the move, it was eventually dropped, but they may be back for round two now that G4S has stepped in to the market.
'[G4S] are doing what any private company would want to do, which is make profit and expand their organisation,' concluded McKeever.
Lincolnshire is not the only region being carved up by businessmen. Major cities like London have already implemented a beat of private police, and representatives from 38 local level authorities attended a seminar at the Lincolnshire Police headquarters last week to see how they too could adopt privatization.

The Community Safety Scheme in London, first adopted by Labour (which suggests privatization was in the works for a long time) has not only blurred the line of accountability, but done away with it completely. Whereas traditional private security have no legal authority to enforce the law over any British citizen, the Government have quietly granted London security companies working for councils, hospitals and private establishments some of the same powers as fully qualified police without requiring the same level of training. Powers include the ability to issue fines, confiscate alcohol or tobacco, direct traffic, stop vehicles and even demand somebody’s name and address [4], which for the police themselves is a gray area.

A private security firm is a business owned by private individuals seeking to make a profit by lending their services primarily to other corporate businesses; such as shopping centres, sporting events, bars etc. Their job is to make money privately; your bobby on the beat’s job is to protect the people and keep the peace under the rule of law. This melting of police and private forces is further compounded by the privatization of infrastructure. The more public areas and roads that are sold off the less need for real police, and the easier it is to implement private forces.

Thanks to the corrupt banking system that will see generations of citizens pay off the Government’s credit card through cuts to public services and hidden taxes, Britain’s police service is in the process of losing over 30,000 workers [5]. Funding will be cut 20% by 2015, and the number of on the duty officers is now the lowest in a decade [6]. These figures have to be made up from somewhere and the likes of G4S are ready to reap the profits.

Who Are G4S?
Although not many people have heard of them G4S is the world’s second-largest private sector employer. Operating in 125 countries with 630,000 employees, the corporation secures many major airports and Government buildings and manages cash for the main British and European Banks. They also have a land-mine clearing subsidiary, do risk management and consultancy for other corporations in order to protect them during disasters and terror attacks, and are even cashing in on the recession as a contractor in the Government’s ‘Welfare to Work’ scheme. Their most questionable venture is their private prison systems that they operate all over the world, from South Africa to the UK.
The list of controversies surrounding G4S are just as long as their subsidiaries. These include charges of poor human rights standards and poor worker conditions, cheating on anti-terrorism drills, violating weapons inventory and handling policies, using excessive force and gross neglect causing death of detainees, preventing freedom of the press at the BP oil spill; and racism, abuse and lethal force against asylum seekers. CISPA is worse than SOPA or PIPA

Earlier this year, strong public opposition led by several prominent websites such as Wikipedia, forced Congress to cancel votes on two bills known in Washington as "SOPA" and "PIPA." Both of these bills threatened search engines and websites with possible shutdowns if the Justice Department deemed them insufficiently cooperative with our phony "war on terror," or if they were merely accused of copyright infringement. Fortunately the American public flooded Capitol Hill with phone calls and Congressional leaders dropped both bills.

This time, CISPA, ("Cyber Intelligence Sharing and Protection Act") has a very good chance of becoming law because the big Tech companies are supporting it. SOPA and PIPA failed due to the fact that the big Tech companies were against it. However because this bill will protect these same Tech companies from being sued if your private information contained in emails, etc. is compromised, they are not protesting this bill.

MOBILE, Alabama — Mobile police need your help to catch a mob that beat Matthew Owens so badly that he's in critical condition. According to police, Owens fussed at some kids playing basketball in the middle of Delmar Drive about 8:30 Saturday night. They say the kids left and a group of adults returned, armed with everything but the kitchen sink. Police tell News 5 the suspects used chairs, pipes and paint cans to beat Owens.

Owens' sister, Ashley Parker, saw the attack. "It was the scariest thing I have ever witnessed." Parker says 20 people, all African American, attacked her brother on the front porch of his home, using "brass buckles, paint cans and anything they could get their hands on."Police will only say "multiple people" are involved.What Parker says happened next could make the fallout from the brutal beating even worse. As the attackers walked away, leaving Owen bleeding on the ground, Parker says one of them said "Now thats justice for Trayvon." Trayvon Martin is the unarmed teenager police say was shot and killed February 26 by neighborhood watch captain George Zimmerman in Samford, Florida.

DHS buying up enough ammo to wage seven-year war against the American people

Many Natural News readers may not know this, but "hollow point" ammunition is never purchased for practice or training. This ammunition is purchased for the sole purpose of being used in active fighting. At the same time, it is a violation of the Geneva Convention to use hollow point ammunition on the battle field.

This is crucial to understand. It means the occupying federal government is acquiring this ammunition to be used against the American people. Furthermore, DHS does not fight wars overseas. It is a domestic agency with domestic responsibilities. Its purchase of .40 ammunition is a clear and obvious indication that DHS plans to wage war on the American people.

How big of a war? Here's where this investigation gets really interesting.


A seven-year war with America 

How much ammunition is 450 million rounds, exactly? To answer that question, I searched the internet for testimony from U.S. military brass who might give us a glimpse into the number of rounds fired in an active war.

This information was remarkably difficult to find, but I eventually located testimony by Maj. Gen. Buford C. Blount III, given in2004before the Tactical Air and Land Forces Sub committee of the Committee on Armed Services of the House of Representatives. This testimony reveals that:

• In active battle operations in Iraq, ammunition is expended at the rate of 5.5 million rounds per month.

That's 66 million rounds in a year. The General's testimony states that the "past year" in Iraq "resulted in the expenditure of 72 million rounds," which isn't too far off from 66 million. I'll use 70 million as a rough figure for annual ammo usage in an active war zone.

This is 70 million rounds of all types, including rifle rounds such as 5.56, .308, .50, etc. Pistol rounds most likely include 9mm (the common NATO round) and .45. There isn't much .40 pistol ammo used by soldiers serving overseas, by the way. That round is only popular in the United States. For example, several cops I know prefer to carry the .40 instead of a 9mm. They feel it "stops bad guys" more quickly, meaning it causes more skeletal and tissue damage upon impact.


7+ years of war with the American people? 

So if an active shooting WAR between two nations uses roughly 70 million rounds of ammunition a year, if you look at the DHS acquisition of 450 million rounds of .40 ammo, you quickly come to realize this is enough for 6.4 years of active war with the American people. But wait! There's more...

An active war uses a variety of rounds, not just one type. As war is usually fought with rifles, not pistols, rifle rounds (like 5.56) are actually expended at a much higher rate than pistol rounds (.40), meaning that these 450 million rounds of pistol ammo are more than sufficient to provide the pistol ammo needed fora ten-year war against the American people when combined with a supply of rifle rounds, too. Because, you see, there are other contracts out there where the government is purchasing large quantities of rifle ammo such as 5.56, 7.62 and .308. In all, thenon-military branches of the federal occupying government are acquiring enough ammo to wage what can only be called a long-term domestic war.

(I use the term "occupying" because our current federal government has been infiltrated and overrun by Goldman Sachs operatives, non-U.S. citizens with falsified citizenship documents, and agents who openly serve foreign interests such as the United Nations.)

Remember, again, that this is all ammo to be used domestically, against the American people. None of this ammo goes into the hands of the military fighting wars overseas.

When did things begin going wrong in America?

“From the beginning,” answer some. English colonists, themselves under the thumb of a king, exterminated American Indians and stole their lands, as did late 18th and 19th century Americans. Over the course of three centuries the native inhabitants of America were dispossessed, just as Israelis have been driving Palestinians off their lands since 1948.

Demonization always plays a role. The Indians were savages and the Palestinians are terrorists. Any country that can control the explanation can get away with evil.

I agree that there is a lot of evil in every country and civilization. In the struggle between good and evil, religion has at times been on the side of evil. However, the notion of moral progress cannot so easily be thrown out.

Consider, for example, slavery. In the 1800s, slavery still existed in countries that proclaimed equal rights. Even free women did not have equal rights. Today no Western country would openly tolerate the ownership of humans or the transfer of a woman’s property upon her marriage to her husband.

It is true that Western governments have ownership rights in the labor of their citizens through the income tax. This remains as a mitigated form of serfdom. So far, however, no government has claimed the right of ownership over the person himself.


Sometimes I hear from readers that my efforts are pointless, that elites are always dominant and that the only solution is to find one’s way into the small, connected clique of elites either through marriage or service to their interests.

This might sound like cynical advice, but it is not devoid of some truth. Indeed, it is the way Washington and New York work, and increasingly the way the entire country operates.

Washington serves powerful private interests, not the public interest. University faculties in their research increasingly serve private interests and decreasingly serve truth. In the US the media is no longer a voice and protection for the people. It is becoming increasingly impossible in America to get a good job without being connected to the system that serves the elites.

The problem I have with this “give up” attitude is that over the course of my life, and more broadly over the course of the 20th century, many positive changes occurred through reforms. It is impossible to have reforms without good will, so even the elites who accepted reforms that limited their powers were part of the moral progress.


USA: Our Future In Chains: The Debtors' Prison System Returns


The recent story of breast cancer survivor Lisa Lindsay being thrown in prison for a $280 medical bill that was sent in error has thankfully gone viral. It has brought much-needed attention to the insanity of reinstating the concept of debtors' prisons.

Debtors' prisons have a sordid history that was thought to be best left behind in Medieval Europe and in Charles Dickens' fictionalized accounts of the 19th-century hellholes of Victorian England.

America was not to be outdone, however, debtors’ prisons were widespread in the United States as well, and stories of the conditions in New York's debtors’ prisons could make one question if repayment of debts was really the purpose; violent criminals were much better clothed and fed. In fact, history shows that terror and slavery have always had a close relationship with debt, and it follows a path from the Romans right through to 17th-century England, and into America from English common law. However, America chose to abolish her debtors’ prisons a full 36 years before England; first in New York in 1831, and by 1833 the rest of the America had followed.


Now, debtors' prisons seem to be making a comeback in America.

An article in the Star Tribune in Minnesota titled, "In jail for being in debt," exposes the growing number of citizens going to jail at the behest of banks and a welcoming judicial system. They write:
It's not a crime to owe money, and debtors' prisons were abolished in the United States in the 19th century. But people are routinely being thrown in jail for failing to pay debts. In Minnesota, which has some of the most creditor-friendly laws in the country, the use of arrest warrants against debtors has jumped 60 percent over the past four years, with 845 cases in 2009, a Star Tribune analysis of state court data has found.
In our modern era of debt servitude, a PR Push has been designed to reintroduce a serious discussion of debtors' prisons as a sound solution. What goes beyond alarming is that the full-fledged return of debtors’ prisons might be seen as both appropriately terrifying, as well as a profitable investment opportunity and politically sound decision to be made by state governments struggling with their own looming bankruptcies, and a Federal government struggling politically with the concept of a jobless recovery that is not materializing.

A de facto debtors' prison has already been largely accepted in the case of "deadbeat" parents when a failure to pay child support puts them in civil contempt of court. It is this civil contempt charge that is now beginning to take on an expanded definition to include those who owe for much smaller infractions. When a court order to pay a debt is issued and ignored, it then qualifies as a civil contempt of court. At that point, the judge becomes a literal dictator with the ability to imprison a person indefinitely for the violation. The Constitution explicitly prohibits incarceration for failure to pay debts, but it is the violation of a court order that gives judges free rein to impose draconian punishments. In this way, an end-run around the Constitution can become frighteningly commonplace.


America already has a record-high ratio of people in prison, with no signs of the trend reversing as private corporations like Wackenhut Corporation, referred to as a "Free Market in Human Misery," have long been enlisted to turn government directives into shareholder profit. One might even deign to call it blatant fascism in its purest form, as government legislation leads offenders directly into private company coffers. The prison-industrial complex has already capitalized on government actions like The War on Drugs. A prime example is how The California Correctional Peace Officers Association helped fuel the prison-building boom as a cozy relationship was established on Capitol Hill through influence peddling.

But we should never underestimate the federal government’s insatiable desire to control the internet. Statists of all parties, persuasions, and nationalities hate the free, unbridled flow of information, ideas, and goods via the internet. They resent the notion that ordinary people can communicate and trade across the world without government filters or approvals. So they continually seek to impose controls, always under the guise of fighting terrorism or protecting “intellectual property” rights.


The latest assault on internet freedom is called the “Cyber Intelligence Sharing and Protection Act,” or “CISPA,” which may be considered by Congress this week. CISPA is essentially an internet monitoring bill that permits both the federal government and private companies to view your private online communications with no judicial oversight--provided, of course, that they do so in the name of “cybersecurity.” The bill is very broadly written, and allows the Department of Homeland Security to obtain large swaths of personal information contained in your emails or other online communication. It also allows emails and private information found online to be used for purposes far beyond any reasonable definition of fighting cyberterrorism.

Court: Non-Jewish man can sue over anti-Semitic slurs


A non-Jewish man can sue his former employers over anti-Semitic remarks made to him by his supervisors, an appeals court judge has decided.

Myron Cowher, 49, of Dingmans Ferry, Pa., says he was subjected to “the continual utterance of explicit slurs about Jews” for more than a year at Carson & Roberts Site Construction & Engineering until he left in May 2008, according to a New Jersey appeals court ruling.

The ruling -- which overturned a previous court decision that Cowher could not sue because he was not Jewish -- detailed some of the alleged abuse, which included, “If you were a German, we would burn you in the oven,”  “Only a Jew would argue over his hours,” and “I have friends in high places, not in f****** temple.”


Cowher produced DVDs of video recordings of the two alleged abusers, Jay Unangst and Nick Gingerelli, making those and other remarks.

In a deposition given after the DVDs emerged, Unangst admitted they “contained an accurate depiction of what occurred.” He also admitted using “the Hebrew folk song Hava Nagila as the ring tone for calls on his cell phone from the plaintiff,” according to the ruling.


'Emotional toll'

Unangst and Gingerelli denied they thought Cowher was Jewish, saying they had “traced the origin of their comments to the fact that plaintiff and his wife took a cut on the proceeds of a Super Bowl pool that they were running, thereby conforming to the stereotype of Jews as avaricious.”

Robert Scirocco, attorney for Cowher, told msnbc.com that his client said he had undergone “this barrage of verbal attacks on a regular basis.”

“It certainly had an emotional toll on him, knowing he would be going in on a daily basis and facing this barrage of anti-Semitic insults,” he said.

How Psychiatric Drugs Made America Mad

The foxes of BigPharma have a close ally inside the henhouse.

Larry Silverstein laughs all the way to the bank

In today’s news, American Home Assurance has announced that it is capping payouts for WTC-demolition asbestos claims at a measly $10 million.

The announcement underlines just how much cheaper it is to demolish asbestos-laden skyscrapers without a permit, than to follow legal procedures.

Larry Silverstein, a reputed illicit-sex-industry mobster, purchased the World Trade Center in 2001, shortly after the New York Port Authority lost an asbestos lawsuit and was ordered to remove all asbestos from the Twin Towers. Cost estimates for that asbestos removal ranged from the low billions to the tens of billions – far more than the outdated, half-empty buildings were worth. (The City of New York had been desperately seeking a way to demolish the Towers since around 1990, but was prevented from doing so by asbestos issues.)

Silverstein would have gone bankrupt within a few years at most had the Towers not been illegally demolished on September 11th, 2001. Thanks to that illegal demolition, Silverstein – who had doubled the WTC’s terrorism insurance and changed it to cash payout when he finalized his purchase in July, 2001 – walked off with a 5billion dollar cash return on his 100 million dollar investment. When last sighted, Silverstein was back in court asking for another 11 billion dollars from airline insurers.

Silverstein is notorious for confessing on national television to the illegal demolition of World Trade Center Building 7.

Monsanto’s Food and Drug Administration can’t close down small dairies and private food clubs fast enough, bursting on the scene with guns drawn as if the criminalized right to contract for natural foods we’ve consumed for millennia deserves SWAT attention.

Now, Obama has the Dept. of Justice going after small farmers under the post-911 “Bank Secrecy Act” which makes it a crime to deposit less than $10,000 when you earned more than that.

“The level we deposited was what it was and it was about the same every week,” Randy Sowers told Frederick News. The Sowers own and run South Mountain Creamery in Middletown, Maryland.

Admittedly, when the Sowers earned over $10,000 in February, and learned they’d have to fill out paperwork at the bank for such large deposits, they simply rolled the deposits over to keep them below the none-of-your-fucking-business amount, rather than waste time on bureaucratic red tape aimed at flagging terrorism or other illegal activities.

“Structuring,” explains Overlawyered.com, “is the federal criminal offense of splitting up bank deposits so as to keep them under a threshold such as $10,000 above which banks have to report transactions to the government.”

While being questioned, the Sowers were finally presented with a seizure order and advised that the feds had already emptied their bank account of $70,000. The Dept. of Justice has since sued to keep $63,000 of the Sowers’ money, though they committed no crime other than maintaining their privacy.

Without funds, they will be unable to make purchases for the spring planting.

New Big Brother Satellite to “Hunt Down” Carbon Criminals

CarbonSat: Enforcing green fascism’s CO2 tax from space


The European Space Agency is set to green light a new surveillance satellite that will measure man-made carbon emissions from space in order to “hunt down” violators of international climate agreements, allowing Big Brother to enforce a future tax on CO2 emissions.

Labeled CarbonSat, the satellite system will have the ability to differentiate between natural carbon emissions and man-made CO2 releases. Earlier this month, the ESA announced that it had contracted space company Astrium to develop the satellite, which will be ready for deployment by 2017.

The Astrium press release announcing the project makes no mention of the fact that the satellite will be used to perform surveillance on individuals and businesses to keep tabs on their carbon footprint, instead presenting its role as merely measuring carbon emissions.

However, an interview with Astrium President Evert Dudok carried by a German climate alarmist website makes it clear that the technology will be used to spy on human activity from space and impose penalties for non-compliance with United Nations environmental treaties and regulations.

According to a translation by the prominent climate skeptic website No Tricks Zone, Dudok reveals that the primary function of the satellite will be to perform highly intrusive surveillance.

“The target is to hunt down environmental violators,” said Dudok, adding that the satellite will have the capability to detect methane as well as CO2, meaning farmers, whose activity is already policed by a network of spy satellites and drones, could face fines and taxes depending on the flatulence levels of their livestock.


“Knowledge of both of these gases is not only decisive for climate forecasts, but also for monitoring international climate treaties,” said Dudok, adding, “Up to now there has been no reliable way of monitoring the implementation of the Kyoto and Copenhagen treaties.”

In other words, the CarbonSat will be the enforcement arm of dictatorial UN climate mandates.

The upcoming United Nations environmental conference on sustainable development will consider a breathtaking array of carbon taxes, transfers of trillions of dollars from wealthy countries to poor ones, and new spending programs to guarantee that populations around the world are protected from the effects of the very programs the world organization wants to implement, according to stunning U.N. documents examined by Fox News.

The main goal of the much-touted, Rio + 20 United Nations Conference on Sustainable Development, scheduled to be held in Brazil from June 20-23, and which Obama Administration officials have supported, is to make dramatic and enormously expensive changes in the way that the world does nearly everything—or, as one of the documents puts it, "a fundamental shift in the way we think and act."

Among the proposals on how the “challenges can and must be addressed,” according to U.N. Secretary General Ban Ki-moon:

--More than $2.1 trillion a year in wealth transfers from rich countries to poorer ones, in the name of fostering “green infrastructure, ” “climate adaptation” and other “green economy” measures.

--New carbon taxes for industrialized countries that could cost about $250 billion a year, or 0.6 percent of Gross Domestic Product, by 2020. Other environmental taxes are mentioned, but not specified.

--Further unspecified price hikes that extend beyond fossil fuels to anything derived from agriculture, fisheries, forestry, or other kinds of land and water use, all of which would be radically reorganized. These cost changes would “contribute to a more level playing field between established, 'brown' technologies and newer, greener ones."

-- Major global social spending programs, including a "social protection floor" and "social safety nets" for the world's most vulnerable social groups for reasons of “equity.”

--Even more social benefits for those displaced by the green economy revolution—including those put out of work in undesirable fossil fuel industries. The benefits, called “investments,” would include “access to nutritious food, health services, education, training and retraining, and unemployment benefits."

--A guarantee that if those sweeping benefits weren’t enough, more would be granted. As one of the U.N. documents puts it: “Any adverse effects of changes in prices of goods and services vital to the welfare of vulnerable groups must be compensated for and new livelihood opportunities provided."

That huge catalogue of taxes and spending is described optimistically as “targeted investments in human and social capital on top of investments in natural capital and green physical capital,” and is accompanied by the claim that it will all, in the long run, more than pay for itself.

But the whopping green “investment” list barely scratches the surface of the mammoth exercise in global social engineering that is envisaged in the U.N. documents, prepared by the Geneva-based United Nations Environmental Management Group (UNEMG), a consortium of 36 U.N. agencies, development banks and environmental bureaucracies, in advance of the Rio session.

An earlier version of the report was presented at a closed door session of the U.N.'s top bureaucrats during a Long Island retreat last October, where Rio was discussed as a "unique opportunity" to drive an expanding U.N. agenda for years ahead.


Israel will attack Iran if May 23 nuke talks fail: report


Israel is ready to strike Iran's nuclear facilities in the event that May 23 nuclear talks in Baghdad fail to bear results, daily Milliyet reported today.

Milliyet's report cited Israeli broadcaster Channel 10 as its source, which claims to have interviewed Israeli military officers in recent weeks to reveal the details of a planned attack on Iran.

Dozens of Israeli strike bombers, escort fighters, tanker planes, electronic warfare planes and rescue helicopters are to take part in an operation aimed at crippling Iran’s nuclear program, Channel 10 reportedly said.

F-15E "Strike Eagle" warplanes are expected to spearhead the attack on Iran as they are the planes with the longest operational range in the Israeli Air Force, the report said. Unmanned Aerial Vehicles (UAV) called "Eitans," or "Herons," are also reportedly set to participate in the attack.

The report said the Israeli military has already set up secure zones to relocate the families of pilots who will carry out the strike.

Channel 10 reportedly said the Israeli Air Force has prepared a "short and professional" assault, knowing it does not have the capacity to fully eradicate Iran's nuclear program. The air force also acknowledged that they would suffer casualties in the attack.

The report said Israel was aware that such an attack on Iran would prompt the Lebanese Hezbollah to launch an attack on Israel and accepted the fact that a "full-scale war not seen in the last 30 years would break out in northern Israel."


MI6 spy Gareth Williams complained of friction at work, inquest told

Sister says Williams disliked office culture and had been due to return to GCHQ one week after his body was found in holdall

Gareth Williams, the intelligence worker found dead in a padlocked holdall at his London flat, had requested a transfer from MI6because he was unhappy and he had been due to move a week after his body was found, an inquest heard.

He had wanted to return to the intelligence agency GCHQ in Cheltenham after complaining of "friction" at work and his dislike of the "rat race", his sister, Ceri Subbe, told the Westminster coroner's court on the opening day of the inquest.

Williams, 31, a cipher and codes expert, was so secretive about his work that his parents and sister did not know the nature of his job. He was on a three-year secondment to MI6 when he was found in the locked bag in his bath on 25 August 2010.

Describing her brother as a cycling enthusiast and someone who was happiest "in the mountains" and engaged in outdoor pursuits, Subbe said: "He disliked office culture, post-work drinks, flash car competitions and the rat race. He even spoke of friction in the office."

PC John Gallagher was first on the scene at 5pm after Williams's family reported him missing. He said he searched the "extremely tidy" top-floor flat in Pimlico before noticing a red holdall in the bath in a bathroom that was devoid of toiletries.

"I noticed a bulge," he said, describing the bag as having the two zips padlocked together. He lifted the bag six or seven inches. "That's when I noticed some red fluid. It was seeping out of the bag," he said.

Williams's body was found in the bag, naked and decomposing.

Detective chief superintendent Hamish Campbell said he had been made aware later that evening of the nature of Williams's job with MI6, and that this had prompted senior level talks between homicide and counter-terrorism about the chain of the command in the investigation.

It was decided that homicide officers would conduct the investigation, with participation at senior level from the security intelligence services, and Campbell said Scotland Yard had full cooperation.

He added that he was not aware of MI5, MI6 or SO15 carrying out their own independent investigations into the death.

Inside Williams's rented flat, police found a woman's wig hanging on a chair, two sim cards, a mobile phone and a laptop. Designer women's clothing worth £20,000 was also discovered.

The flat was owned by a company called New Rodina, registered in the British Virgin Islands, but the tenancy had been taken over by the secretary of state in 2003, the inquest heard.

Williams had been in the process of packing up in preparation for his transfer.

The coroner, Fiona Wilcox, described Williams's death as highly controversial and said that four intelligence officers giving evidence would be given anonymity in the public interest. There would be "a real risk of harm to national security" and international relations, she said, if some of those giving evidence were identified.

Scotland Yard said it might have problems with allowing some exhibits to be released to the media.

A 21-month investigation into Williams's death has left detectives baffled, but Vincent Williams, a lawyer for the Metropolitan police, said the inquiry was ongoing and, though "not straightforward, it may at some stage result in criminal proceedings".

Asked whether she was surprised that £20,000 worth of women's clothing had been found at the flat, Williams's sister said she was not, as her brother had been generous and it was "possibly a gift".


London council seeks to move benefit claimants from capital to Stoke

A London council's plan to move housing benefit claimants to Stoke-on-Trent will increase pressure on already vulnerable neighbourhoods and could prompt an increase in "divisive rightwing extremism", according to one housing association asked by the council to accommodate 500 families.

Newham council argues that it can no longer afford to house tenants on its waiting list in private accommodation. It says the rise in rents caused by the Olympics and the demand for housing from young professionals has seen rents rocket in east London.

The gap between market rents and the housing allowance is too big, it says, following a central government cap on housing benefit payments. From January, councils have been writing to claimants telling them of shortfalls in rent that they will have to make up.

Newham, one of the most economically deprived local authorities in the country, which legally must house claimants, says it has been forced to look "further afield for alternative supply" of affordable housing.

The Labour-controlled local authority, which will host this summer's Olympics, wrote to the Brighter Futures housing association in Stoke, offering it the "opportunity" to lease homes to the council. It pitched for 500 families to potentially move 160 miles from east London to Stoke.

Gill Brown, chief executive of Brighter Futures, wrote to local MPs warning of the consequences if "London boroughs are allowed to export their most vulnerable and challenging families to cities like Stoke-on-Trent".

She likened it to the experiences of a decade ago when a Home Office dispersal programme moved thousands of refugees into privately owned properties in north Staffordshire.

"The result was huge unplanned pressure on local services, the collapse of already vulnerable neighbourhoods and the rise of divisive rightwing extremism," she said.

A Labour MP warned that Newham's move was the "tip of the iceberg".

Karen Buck, the Labour MP who was passed the letter, said it showed that ministers were wrong when they claimed nobody would need to move as landlords would drop rents to accommodate welfare cuts. Instead, she said, "there was increasing evidence that local authorities are not able to meet their responsibilities. We see homelessness rising, rents rising and this is a big problem for a government which claimed that none of this would happen."


Luton, Five men arrested on terror charges

Five men have been arrested on suspicion of the commission, preparation or instigation of acts of terrorism, Scotland Yard said.


The arrests were part of a "pre-planned, intelligence-led" operation by the Metropolitan Police counter-terrorism command and follow a search operation carried out in September. The men, aged 21, 23, 24, 25 and 30, were all arrested at separate homes in the Bury Park area of Luton this morning and have been taken to a central London police station for questioning.

Searches under the Terrorism Act 2000 are taking place at all five of the addresses and inquiries are ongoing, Scotland Yard said. A spokesman said:

"Officers from the counter-terrorism command have today, Tuesday April 24, arrested five men on suspicion of the commission, preparation or instigation of acts of terrorism. All five were arrested at separate residential addresses in Luton. They have been taken to a central London police station where they remain in custody The arrests were a part of a pre-planned, intelligence-led operation.
"Search warrants were also executed under the Terrorism Act 2000 at five residential addresses in Luton in connection with This inquiry and searches are ongoing."
The arrests did not involve armed officers. Search warrants were issued for five residential addresses in Luton on September 2 under the Terrorism Act but no arrests were made at that time, a Bedfordshire Police spokesman added.

North Carolina execution blocked on racial grounds


FAYETTEVILLE, N.C. – A condemned killer's trial was so tainted by the racially influenced decisions of prosecutors that he should be removed from death row and serve a life sentence, a judge ruled Friday April 20, 2012 in aprecedent-setting North Carolina decision.

Superior Court Judge Greg Weeks' decision in the case of Marcus Robinson comes in the first test of a 2009 state law that allows death row prisoners and capital murder defendants to challenge their sentences or prosecutors' decisions with statistics and other evidence beyond documents or witness testimony.

Only Kentucky has a law like North Carolina's Racial Justice Act, which says the prisoner's sentence is reduced to life in prison without parole if the claim is successful. Read the full story here:

'Paki' Takeaway boss 'tried to recruit [WHITE] girls as young as 12 to work as prostitutes in his brothel'

A takeaway boss tried to recruit six [White] girls as child prostitutes, one as young as 12, in a 'cold, clinical, exploitation of the desperate and vulnerable', a court heard today.

Azad Miah, 44, is said to have 'hounded' and 'stalked' girls to have sex for money while at the same time allegedly running a brothel from his city centre premises in Carlisle, Cumbria.

A jury at Carlisle Crown Court was told he also paid regularly for the sexual services of a girl over a four-year period from when she was aged 14.

Opening the case, Tim Evans, prosecuting, said: 

'This is a case in which this defendant sought to persuade a variety of young girls, some of whom he knew were under 16, to have sex with him for money via the provision of drugs or drink.
'Those requests were either made face to face when girls either came into the The Spice of India in Botchergate or were made by telephone calls and texts. The attempted persuasion was persistent. He would hound young girls for periods of weeks or months face to face or over the phone. Perhaps most worryingly, he would stalk some of them, following them home. Some of the girls that he had made approaches to did indeed have sex with him for money.'
Mr Evans said many of the alleged victims aged from 12 to 16 were told by Miah that their friends were also having sex with him for money. He told the jury it would hear 'in essence' that The Spice of India, since closed, not only operated as a takeaway restaurant but as a brothel 'where women attended and prostituted themselves'.

The prosecutor said many of the girls involved in the case were addicted to drugs or came from troubled backgrounds.
'It is the Crown’s case that the defendant deliberately targeted girls who fell into that category or who had other problems with the law,' he said.
'The defendant believed that such girls would be more likely to give in to his persistent offers... and they may find themselves less likely to be believed if they complained to the police against a responsible, respected restaurateur of the city.'
Mr Evans said it may be that Miah’s defence team would portray the alleged victims as 'the sort of girls who will lie'. He continued: 
'On the facts of this case you may think that far from being an argument for the defence, the character and background of these girls is a powerful part of the prosecution case. It supports the argument, the Crown say, that this was cold, clinical, calculated exploitation of the desperate and vulnerable; drug addicts very often.'
Miah denies eight counts of paying for the sexual services of a child between 2005 and 2009, eight counts of inciting child prostitution between 2007 and 2011 and one count of keeping a brothel between 2005 and 2011.

David Cameron yesterday vowed to ‘stay in touch’ with voters as he brushed aside claims that he was an ‘arrogant posh boy’. The Prime Minister admitted mistakes during a turbulent month, singling out the fuel crisis, and vowed to ‘learn some important lessons’.

But his fightback was marred by an extraordinary attack on him and George Osborne by Tory MP Nadine Dorries who branded them ‘arrogant posh boys’ who ‘don’t know the price of milk’.

In a separate blow to the Tories, a poll showed Mr Cameron’s three-point lead a month ago has been replaced by an eight-point lead for Labour.

Mrs Dorries told the BBC’s Daily Politics show: 

‘There is a very tight narrow clique of a certain group of people and what they do is act as a barrier and prevent Cameron and Osborne and others from actually really understanding or knowing what is happening in the rest of the country.
‘I think that not only are Cameron and Osborne two posh boys who don’t know the price of milk, but they are two arrogant posh boys who show no remorse, no contrition, and no passion to want to understand the lives of others – and that is their real crime.’ 
Mr Cameron sighed when Mrs Dorries’ remarks were read to him later. 
‘Look, I don’t agree with Nadine. She’s got a very strong view about a number of things, he said. ‘I go to Sainsbury’s in Chipping Norton on a Friday or a Saturday. I do a lot of the family shopping. Sam does a lot of it on the internet.’
Asked about the price of a pint of milk, he said: 
‘I pay just under 50p.’ But in his most frank assessment of the Government’s recent performance, the Prime Minister admitted: ‘There isn’t a day in this job that I don’t learn some important lessons and you’ve got to make sure you stay in touch and realise that as you get on with it. [Yeah right Cameron, you are not fooling anyone you arsehole]’
